three Russian questions

Dear Colleagues,
I'm reading a contemporary short story that poses a few lexical problems.
Can anyone tell me whether the Russian word "menty" might be used as slang
for the police? Second, does anyone know what TsSKA stands for? Could it be
a soccer team? Finally, could the word for stable, "koniushnia," be used as
a term of abuse to refer to a person or a group of people, something like
"lackeys" or "stable boys"?
I would appreciate any helpful input you might be able to offer.
