Converting KOI-8R into Codepage 1251, ISO 8859-5, and Unicode

Doesn't do UNICODE however.

If you prefer a local Windows application, try UniPad:

http://www.unipad.org/main/

This one uses UNICODE as its native plaintext format, does import/export
of the major Cyrillic encodings, and therefore can be used for the
conversions.
