Kliuchevsky citation

Dear Colleagues,
     I lost a quotation by Kliuchevksii and do not remember its precise source.  I hope my description is sufficient for someone to give me the citation, either in Russian or in English translation.  Kliuchevksii wrote something to the effect that reformers, in their zeal to move from the past, did not realize how much the past influenced their reforms.
