experience with Ruscico

While we're on this thread, maybe someone can answer a question one of my
students asked. There is a proscription at the beginning of each Ruscico DVD
forbiding its sale anywhere within the confines of the former Soviet Union
(except for Russia, presumably).

Does anyone know the reason for such a prohibition?
