The quote appears in Taylor & Christie, The Film Factory, for the Year
1922, p. 56:

Anatoli Lunacharsky: Conversation with Lenin. I. Of All the Arts...
(Russian Source: G. M. Boltyanskii (ed.) Lenin i kino
(Moscow/Leningrad, 1925). pp. 16-19

Lunacharsky is quoting a private conversation with Lenin--this still
leaves open the question, of course, of whether or not Lenin 'actually'
said it.
