The speech has been translated (in, if I recall correctly, a slightly
abridged or edited form -- it's been a while since I looked at this
book), together with his notorious denunciations of assorted composers
and scholars, in a collection improbably titled "Essays on Literature,
Philosophy, and Music."  There are a couple of copies in the Columbia
stacks, so I'm guessing it's not all that rare.  Here's the info the
library has on file:
