It strikes me as strange that in 1922, when many artists couldn't get a visa to
leave the country due to high rates of emigration, Lenin approved a full scale
American tour of the increasingly renowned Moscow Art Theater.  I'm looking
for sources that will explain the cultural policy (internationally) at the time as a
means of understanding this oddity.
