how to view dictionaries in cyrillic?

Could anybody explain to me how I could talk windows xp into letting me read
coded documents in cyrillic?  I downloaded "obratnyi slovar'" from the web into
my notepad, but it shows itself as a coded message.  In explorer I would simply
change encoding into cyrillic windows encryption, but what should I do with a
word document?  Thanks, Sasha.
