Q: volnyj obshchnik

Dear Listers,

In a book on Russian painting (XIX century) the authors refer to a
painter  as a "volnyj obshchnik". Does anyone know, what kind of
academic degree it was? In the same book a painting titled "Chistyj
Poniedielnik" by V. G. Perov is mentioned, but unfortunatelly, no
picture of it.
Maybe someone knows this work and can explain the title? I'll appreciate
your help very much.
