Dear Steven,
Meshchanin surely refers to the man who accuses Raskolnikov of being a
murderer
in Part Three, Chapter Six of the novel and then appears (or rather fails to
appear from) behind the partition in Porfiry Petrovich's office. In Part Four
Chapter Six he does appear again to apologize to Raskolnikov. Hope
