Russia has a longer tabel' o rangakh, and therefore correspondences are difficult.  If you start at the top and work down or count rings on sleeves, the equivalences might be:

Kap. I ranga = Commodore
Kap. II ranga = Captain
Kap. III ranga = Commander
Kapitan-lejtenant = Lt. Cdr.

Sorry to muddy the waters (so to speak).
