Irish house/bar

Is/was the Irish Bar located near where Irish House used to be?
  Sorry if this is a little far afield, I'm just having a nostalgia moment.

I seem to recall that the Irish House, that infamous store on the Novy 
Arbat
in the early 90s, had something to do with getting that tradition 
started in
Moscow. Remember when it was a fashion statement among Russians to walk
around with Novy Arbat "paketi" - I even remember seeing them in the 
US.

The Irish House, at least in its original manifestation is no longer 
there,
but the Irish Bar is still there. Not much has changed about it.
