Russian/Uzbek gay rights

A former student is working on a legal case that requires some Russian/Uzbek expertise,
specifically concerning gays. I can't off-hand think of anyone with this expertise, and
hope that someone out there fits the bill or has some useful information and will be kind
enough to respond. I'll forward any responses I get to my student. Here's his message:
"I have an asylum client who is a Russian national from Uzbekistan. He is gay, and
naturally, is afraid to go back to Uzbekistan as an out gay man, who will likely soon find
himself drafted in the army. I am trying to locate a professor in the U.S. who is familiar
with sexual minorities in Central Asia, and I was hoping you might have some ideas about
anyone who works in that field. I have tried to do a search online, but I have had no
luck."
Thanks for your help!
