Dear all,

This is a sentence from Grossman:
  Ведь  для хронического  больного существуют в городе одни лишь аптеки да
больницы,   диспансеры  да  ВТЭКи.

I have found out that a VTEK is a Vrachebno Trudovaya Ekspertnaya Komissiya,
but what exactly IS such a komissiya?  What is its role?  Is it that of
ascertaining whether someone is fit for work or not?
