The rule is more general: a nominative proper phrase has only the first  
noun capitalized, e. g., zhural "Novyj mir", Oktiabr'skaja revoliucia,   
gazeta "Za nashu Sovetskuju Rodinu" (both last nouns were capitalized  
as a result of atheism;0
