some of them do include cartoons produced by KyivNauchFilm, the Ukrainian animation studio (but as in many empires they do not differentiate between things created by the subjects of the empire).    
as to Ukrainian cartoons, there is no better place than Umka.com.ua:

they also have Ukrainian audiobooks and offer the best selection of Ukrainian music CDs.
