Could they just be a sort of 'traffic speak'?  

Begin = beginning
End = ending 

So "Begin School Zone" would be perceived as "Beginning of School Zone" and
so forth.  

As one might see on certain roads in Texas "Drive Friendly" is obivously an
imperative, among others.  

Anyway, the error in translation is pretty sad.  Even Mac OS X or Windows
lists 'perezagruzit' as the way to do a 'soft' restart.  

Just goes to show that people aren't getting enough practial experience with
Russian.  Reading Chekhov or Pushkin all day doesn't teach language
necessary for day-to-day life, especially in terms of technology.
