Native Russian digital imaging of books

I am looking into the topic of the digitizing images of Russian books. How is Russia doing at scanning its books digitally? How are Russian archives interacting with Google's efforts? Are the archives of these digital images of Russian books generally privately held or state-run? What do you know about the process in which scanned books began to be disseminated online in Russia?
My parameters are:
book archives, rather than other types of document archives;
scans (i.e., digital images) of actual books, rather than electronically marked up copies of texts;
native Russian efforts, rather than scans of Russian books held by non-Russian libraries (i.e., Harvard, LOC, Bodleian, etc).
I would be interested in references to anything that touches on the subject of Russian archives and scanned documents; however, my immediate questions will focus on the more narrow, bullet-list items, above.
