Well, I think there should be more than just one solution, especially for such a BASIC translation problem. I usually translate from Russian to German, but I don't see what speaks against phrasing the sentence as "an x as well as a y factory" (in German: sowohl eine X- als auch eine Y-Fabrik). The Russian sentence surely does not suffer from the repetitiveness of the proposed English "an x factory and a y factory" and there is no necessity to create repetitiveness, since we have all the wealth of language at our disposal to avoid it.
