Russian higher ed question

Dear colleagues,

An administrator at a Russian institution of higher education just wrote to a colleague of mine the following:  "In order to communicate with staff from University you’ve got to have an official assignment from your University. Due to export control requirements we are not supposed to communicate on any research topics, even in nontechnical fields."

I'm wondering if anyone else has run into this particular "export control requirement."
