Russian visa question

Hi Ben,
I have a green card and apply as a UK citizen, i.e., I do not fill out the application for US citizens. They require my UK passport (obviously) and a photocopy of the green card to prove that I have status in the US since I am applying to a consulate here. 
So, I would think the student has to apply as a Philippine national. Having a green card is just supplementarily required to support an application within the US from a non US citizen.
