Locations outside of Russia to study Russian?

We are establishing a program in Almaty and ACTR can probably help since they have had Kazakh studies there for a while, they can branch out into Russian. We have many students from Kazakhstan at American University, and I can vouch for the fact that they speak Russian natively. In other words, it is not like in some other former Soviet republic-states, where Russian is barely spoken.
