Locations outside of Russia to study Russian?

The affected programs have either been pushed from Russia by Russia itself
(American Councils) or are funded by national security grants (Boren,
ROTC-GO) and thus more affected by Russia's growing suspicions. No one here
really wants to move the programs from Russia.
