There are a lot of resources in the form of books and videotapes.  Try to
contact Deaf people in the metro DC area and see if any are willing to
meet with the parent and let the parent get acquainted with them.

Some recommended books:

Deaf Like Me
by Thomas S. Spradley & James P.Spradley

The Other Side of Silence
by Arden Neisser

A Deaf Adult Speaks Out
by Leo Jacobs

They Grow In Silence (Understanding Deaf Children and Adults)
edited by Eugene D. Mindel and McCay Vernon

One good videotape would be For a Deaf Son, showing the struggles of
parents to make a correct educational decision for their deaf child.

There are some good TV movies, but I don't know where to obtain them.
