Dear Michael:

Yes, this is the thirteenth International Congress on Education of the Deaf.
The first was actually in Paris in 1876. The one you refer to was held in Milan
in 1880. There have been ten between those and now in a wide variety of
nations. International Sign is a system of signing adopted by Deaf people
mostly for occasions such as meetings and congresses when they do not
understand each others sign languages. It is a mixture of ASL, BSL and various
European sign languages signs.
