When our Sign Language Typology Research Group was still based at the Max Planck Institute in Nijmegen, the "home" of ELAN, we discussed with the ELAN developers at one time whether SignWriting could be included in ELAN - I would have liked that particularly for a printable output, so that you could keep a printable visual representation (SignWriting) together with the transcription tiers and export the whole thing as a text output. At the time, the outcome was that it would not be feasible to include SignWriting in ELAN, except maybe in a roundabout way by having a tier that consists of pictures of the complete signs in SignWriting, and that was not very attractive either. I don't know of any other alternative...
