Where are the Group-BaseSymbols and BaseSymbols used? In several
computer programs.... For example...in SignWriter DOS and SignWriter
Java, they appear at the bottom of the screen, when you type on a
key...(See attached diagram)...
Unfortunately, you will find that the BaseSymbols in the old versions
of the SignWriter Computer Program are inconsistent, since the rule
about BaseSymbols did not exist at the time those old programs were
released in 1995 and 1999...
