Belgium: Hands Group 1-3

Based on the BaseSymbol rules, I have now re-created Belgian-Hand
Groups 1-3 in the attached diagram. Only the Group BaseSymbol is a
white palm, and all other BaseSymbols are side-view...much easier to
read..Plus, inside each group, the symbols are placed in SSS-2002,
which I believe the Belgian project is using? Plus, I moved the
BaseSymbols second row one square to the right...easier to read...
