[sw-l] Preview SignWriting with white space borders

Hi List,

The symbols used in SignMaker for sgn-WO now have 2 pixel white borders.  I
have added an On-Top button to bring a symbol to the front.  It's a nice
preview tool to see how signs would look with white space overlapping.
