If you keep that as a secondary rule, to be followed when it does not
clash with any of the major rules,
or make the sign more cluttered or less readable, I totally agree.

Very often this rule cannot be followed, becuase the oritentation of the
hand and the movement are not in the same plane (person walking -
classifier - index up moving: left - right ok with double stemmed arrow,
forward - backwards have to use single stemmed arrow) (Sorry I cannot use
graphics whit this e-mail program from work)
