Yes, it is the heel of the hand touching the chin. Glad that you asked because that lets me know that I spelled the sign the way I had it in mind.

This is the Sign that a Deaf friend of mine said was how he signed his
country. I don't know if this is another Czech or old, but this is how
he signed it to me.

It looks like the heel of the right hand is touching the chin? Or do
you mean to have the fingertips touching the chin...if so then the hand
has to be flopped...
