Charles -
The movement arrow with the double stemmed question mark and then a dot 
at the end, is an old movement arrow that was used years ago to show 
the whole arm making the motion of a question mark in the air and the 
dot at the end of the movement showed the movement of the arm pointing 
forward at the end of the motion...This old movement arrow is in the 
IMWA because it does exist in the writing system, however, it is used 
less and less now, since it is really not that accurate with the way 
people sign this motion...sometimes people sign with the finger doing 
the motion, and not the arm, which is a totally different movement...so 
the attached is not showing finger movement...it is showing arm-hand 
movement....
