I think this is a matter of writing style.
In English you might say, "I passed, I'm so pleased!" or you might just
say "I passed!" while letting tone of voice and/or facial expression
show that you're pleased. Similarly you could do it either way in BSL
(except for tone of voice!).
But in English writing there's no way of showing face or tone, so
writers will most often go with the more verbose style. In SignWriting
there is a way, so you have four choices: use just the extra signs, just
add the facial expression, or neither, or both!
