SVG version of our IMWA symbols

Hi  Sandy,

Color is great and so are background images.  I was trying to say that 
the base symbol SVG definitions for the ISWA will need to define black 
parts and white parts.  I don't believe there is a way to accurately 
define all of the symbols using only one color.

Here are 2 signs.  They are both in the center lane.  Notice, the signs 
are centered by the center of the heads. 



Here's 4 signs in 2 lanes.  The signs are centered in their respective 
lane by the head symbol. 
Given an SVG  of a sign, we'll need to be able to determine the center 
of the sign based on head symbols.  We'll have to see if we need extra 
information, or if we can determine what are head symbols by SVG.

For the Build format, I use the SSS ID numbers to determine if there is 
a head in the sign.  I then take the average center and use that as the 
center of the sign and compute the sign's placement accordingly.
