Installing SWIS

Hi Adam,

Thanks for looking into this.  The problem is that SWIS requires PHP 5 
rather than PHP 4.  All of my development and production environments 
use PHP 5.  I'll make sure to update the document to note that PHP 5 is 
required.

I do not have a properly configured PHP 4 development environment to 
diagnose the problem.
