I'll give you a translation in the morning as I am about to go to bed.  
In the mean time, what James (the man in the video) is talking about  
is that English cannot be taught to deaf children by SEE, PSE, cued  
speech, or any other Manually Coded English out there. History has  
shown that deaf people's English skills are far below par with these  
methods. The only way for a deaf child (or any deaf person for that  
matter) to learn English is through ASL. Basically using ASL to  
explain rules in English and why they are compared to rules in ASL.  
Hope this helps until I (or someone else if they beat me to it) write  
a translation. ;-)
