Thanks for writing...
There IS already a Quebec French SignPuddle...both an LSQ dictionary and an LSQ Literature puddle. Go to:

Because Andre is Deaf-Blind, you will see that you can access the Quebec Dictionary and Literature puddles as a Blind person or a sighted person...the Blind versions are the same as the sighted versions...just two different ways to view the icons in SignPuddle...Andre has his screen reversed with white on black so he can see the screen better...
And the majority of the writing in the Quebec SignPuddle is written by Andre Thibeault <atg at videotron.ca>, plus Louis Bergeron, a researcher, and other teachers of the Deaf. They are using SignWriting in Deaf Education in French-Canada in one classroom at least...
so you have plenty of LSQ signs to work with in the LSQ dictionary...
