Hello, a (peer-reviewed) article that discusses SignWriting is 
van der Hulst, Harry and Rachel Channon. 2010. Notation systems. In
Cambridge Language Surveys: Sign Languages edited by Diane Brentari.

We focus on explaining the differences and similarities between writing
systems, transcription systems and coding systems.  SignWriting is unusual
in that it is both a writing system and a transcription system.

I see. I didn't realize the question was..."What peer-reviewed journals has
SignWriting been mentioned in?" - that is a different question than I
thought Jessie asked...I hope we have more journal articles soon too - thank
you for mentioning that -

We do have a list of theses and dissertations, which Ingvild started (thank
you, Ingvild) - people who dedicated years of their lives to work and write
and test and apply SignWriting - and those are major accomplishments -
defended and reveiwed by a panel of academic peers at the time the thesis or
dissertation was accepted and published. But I guess that is not a journal,
you are right -

I am starting a "Contributors to SignWriting History" area, and here is one
of the pages in that area...another dissertation on SignWriting...

Guyhlem is just one of many who has dedicated years to SignWriting - his
dissertation is on Unicode and how SignWriting could be placed in Unicode...
