Can't edit or add signs

The problem comes even when I sign in as an editor. I cannot edit a sign, I cannot add a sign. I've never had this problem before, even when using Internet Explorer.
I am using my husband's machine, which means I don't have the permissions to download whatever your preferred platform is.

I am unable to edit or add signs now in ASL or Libras, is there something wrong? 
I use Safari. Are you limiting editing to only one platform now?
