Position symbols (Resends. Fail signmail)

I just looked at the questions in the elessons about Surface Symbols. http://www.signwriting.org/lessons/elessons/less006.html

The description given is that the first symbol you asked about means "through or between two surfaces that are above and below" and the second symbol means "under or beneath a surface". Having said that, it would seem that the latter is the correct one, unless I am reading the sign wrong. And actually, if it is really that the two hands are placed one above the other, the Surface Symbols are not needed since the placement of the Hand Symbols are clear enough. Surface symbols are rarely used and only used when it is hard to place the symbols in such a way that the positions is readable.
