Yes, most icons and buttons are images for the English/ASL user interface.

Alternately, other language user interfaces can remove the images for 
the icons.  They can add spoken text and sign language text and the user 
interface will create the button dynamically.  Currently, the icons that 
are dynamically created are not size restricted, so the user interface 
does not look as polished.  Dynamic buttons that are size restricted is 
on my to do list.
