Initial draft of the Modern SignWriting specification

In reading through Steven's PDF, I am wondering at Sign Spelling. In going through the Brazilian dictionary, I have been trying to put a specified order on the signs that are there for dictionary use, precisely because the finished sign has all things moving at once, a person could start at any point in reading the cluster and produce the sign. So, for me, for a given sign
 
1) Right hand shape
2) Right hand fill
3) Right hand rotation
4) Right hand movement
5) Right hand contact with body
6) Right hand contact with head (no defined order of location of touch)
7) Facial expression (no specific order in which facial expression)
8) Body dynamics (no current bias on right or left shoulders, for example)
 
Between 6 & 7 would be all left handed signs, or if the right hand is not being used at all, it would start there.
 
So, the ASL word for "think" (right hand index pointed at and touching right temple twice" would come before the ASL word for "my" (right palm, facing reader, 45 degree rotation to left, touching chest"). 
 
Essentially, it is closely matching to the order of the glyphs in the dictionary, but sometimes a handshape would "feel" like it ought to be in a different place in the Groups.  Is an "E" a 4 group or a 5 group is an historical question.
