Yes - I agree with Charles and Stefan. In this case, the two hands are inter-locked - they are contacting and the contact is actually tight - so they are painting the same path down - it is Grey -  the General Arrowhead - 

but if the fingers were not inter-locked - if there was a space between the hands with no contact - then the two hands would be painting two separate paths - so the contacting made it one path, not two -

So this sign is correctly written -
