You can add your signs from Vietnam in SignWriting with this software, and create your own dictionary files.

I understand there are several different sign languages or dialects in the country of Vietnam. Give the different dialects tags or labels in SignPuddle and then search for the signs from each dialect, print them to PDF and so forth. 

I am sure other SignWriting software, such as SignWriter Studio (http://www.signwriterstudio.com), can also be used to write Veitnamese Sign Language.

I look forward to seeing Vietnamese Sign Language dictionaries someday!
