The "SignWriting CaptionMaker" software is a Moodle 1.9 activity plugin. It needs to be installed in a Moodle 1.9 environment. 

Allows adding SignWriting subtitles to on-line videos, as well as other types of subtitles, as demonstrated in these YouTube videos:
