 It looks very similar to the sign #DO-DO also known as WHAT-DO, although I usually do it two handed not one handed, and with a modified (allophone?) D hand with pinkie and ring finger tucked down, first 3 fingers making the 'D'

To be honest, I don’t see how to correctly use the scissoring movement with that handshape because the fingers aren’t spread apart – one is hinged forward. So to bring them together would require a hinge movement rather than just closing a spread apart finger.
