[Sw-l] What does "~" represent?

Hi All,

I've been looking through the textbook for the meaning of this symbol (see
below), but I must be overlooking it somehow. I've gone through the
SignPuddle, but I can't seem to figure it out.

To save me time, could any of you please quickly tell me what does this
symbol mean (in a red circle, pointed by the red arrow)? If it's defined in
the textbook, what page is it on?
