[Sw-l] SignTube Program for SW captions on videos

Hi Amit,

     I've made some changes to SWSignwriter so that we can export a .vtt 
file from it to be used in SignTube.  See attached.

Let me know if you can import it easily into SignTube or if I need to 
make any tweaks.  Thanks
