[Sw-l] SignTube Program for SW captions on videos

This is very cool Ronnie, thanks for sharing :)
Ideally, it will be used to support deaf culture using decentralized video
captioning
And SignWriting education by having both the videos and transcriptions.
Ideally, at one point it will take. For now, I'm working on improving
everything
