Mari chars for Windows?

Exactly.

As I now understand, the initiators of the letter seem to aim to a  
pre-Unicode solution. I do not think that there is any font provider  
out there willing to work on such outdated thing. For pre-Unicode  
systems you need pre-Unicode techniques. Current fonts, keyboards,  
drivers and so on will not help. In the case of "Mari, Chuvash,  
Udmurt etc." private solutions may be the only way out ... if - for  
what reason ever - you are not switching to modern enviroments like  
Vista, OS X, Linux etc.
